I probably wouldn't have said anything either, unless I could possibly make eye contact and the mom looked nice. That's a tough one though.
The only time I ever step in is just like you said, if there is a safety concern. I also do if it's something at our church or daycare. And with my nieces/nephews. Seems like when we're with family we all keep an eye out for each other's kids.

Ugh. I probably would have done the exact same thing, down to beating myself up for it afterwards. It's such a difficult line.

It is a difficult line. I think because I alone had witnessed the girl's behavior I felt somehow obligated to step in; but I also felt held back by some line--that line I wasn't sure I should cross.
